## Non-negotiable boundary

Source documents must already exist in one user-selected local folder. Do not browse portals, request credentials, download or gather records, use files outside that folder, upload the source set to a cloud Project, or modify the originals.

## Authority

`runbook.md` is the operational authority for agents. `index.html` explains the same workflow to people. If wording conflicts, follow the stricter source-protection rule and report the conflict.
